that ensures child safety, permanence and stability, family well-being, that is proactive, strategic, outcomes-based and fiscally
responsible to the children and families served.

To fulfill this mission, County of Fresno employees and community partners provide assessment, intervention, prevention, placement
and mental health treatment services for infants, children, youth and families of Fresno County.
As a Family to Family Children's System of Care Department, child welfare services
are organized around a framework of outcomes, goals, and strategies to improve results for children and families, in conjunction with the
goals of the Fresno County [Child Welfare] System Improvement Plan.
Children's mental health services are guided by the State of California Mental Health Services Act vision to balance clinical and
rehabilitative services using multidisciplinary teams to provide comprehensive, community-based services that are family-focused and
recovery-driven.
