About Client Services |
The Fresno County Department of Community Health has developed this program to better serve HIV/AIDS clients. |

The Goal of the Client Services Program is:
- Assist clients in managing their HIV Disease
- Help Clients to maintain their independence
The Client Services staff uses resources currently available at the Department of Community Health, as well as referrals to other agencies, to help clients help themselves. |
All of these programs are available to HIV/AIDS clients on a daily basis by appointment. Client Services staff recommends calling ahead of time to ensure the availability of a staff person and to see what personal information may be required in order to receive assistance. |

AIDS Drug Assistance Program (ADAP) |
| |
The California ADAP provides life saving and life sustaining medications to HIV positive persons. The ADAP formulary (list of covered drugs) includes over 190 Food and Drug Administration (FDA) approved drugs. |

Who is eligible:
- HIV positive or AIDS diagnosed persons who cannot afford medication
- Individuals who have a share-of-cost through Medi-Cal
- Those who have a co-payment for medications through private insurance (may also be eligible)
The Client Services staff serves as enrollment workers to help clients apply for ADAP.
Clients pick up their prescriptions at local pharmacies that are contracted with ADAP to provide the medications. |

Early Intervention Program (EIP) |
| |
The Purpose for EIP:
- Ensure that individuals receive prompt services regarding their diagnosis
- Continual support and ongoing education
- Prevention/delay of symptomatic HIV
|
EIP Services:
- Medical evaluations at least every six months
- Health education/risk reduction counseling every six months
- Psychosocial assessments every six months
- Case management assessment every six month
|
Who is eligible for EIP: - Client must be HIV positive
- Client has no other source of medical care
Our staff always encourages the client's spouse/significant other to attend health education/risk reduction sessions as well. |

Ryan White Part B Services: |
| |
The Ryan White Program provides clients in need of assistance with the following vouchers:
- Transportation (bus pass/gas card)
- Health Education
- Mental Health Services
Individuals must meet with their case managers to complete an application and develop an action plan. |

Housing Opportunities for Persons with AIDS (HOPWA) |
HOPWA funds are intended to provide emergency assistance to clients who are homeless or at risk of becoming homeless. Applications for assistance are provided through the Client Services Program as well as other case managers that make up the Special Emergency Assistance Programs (SEAP) Committee, which determines weekly what services will be funded. |

Services funded upon need: - Rent
- Utility payments
- Emergency housing
- Low-rent subsidy
Section 8 counseling/referral is also available. |

The SEAP Committee has client eligibility requirements that must be followed in order to receive assistance. Clients should contact heir case manager or the Client Services Social worker for more information. |

Partner Counseling Referral Service (PCRS) |
PCRS
is a free, confidential, voluntary, ongoing client centered service which includes: Education to HIV infected persons and their sex and/or needle-sharing partners so they can avoid infection, or if already infect, can prevent transmission to others. Also in helping partners of HIV positive person gain access to individualize counseling, HIV testing, medical evaluation, treatment and other prevention services.
