Within the Metro teams are staff who provide ongoing therapeutic case management services for homeless mentally ill consumers. The County of Fresno is contracted with Turning Point, First Step Outreach, to provide emergency/outreach services for the homeless, mentally ill population. The Fresno County Homeless Mentally Ill (HMI) team receives all referrals from First Step Outreach.

Some of the goals of the program include the following.

Placement services: o Board and care o Room and board o Transitional living o Independent living Psychiatric services: o Medication evaluations o Psychiatric follow-up Provide linkage to: o Social support o Education o Vocational training o Medical services o Payee services Supportive consultation Therapy

The County of Fresno also receives a grant from Projects for Assistance in Transition from Homelessness (PATH) to provide services to mentally ill homeless people.
